Don’t think I can leave Canada until I have a new one also.
A police report is good, but you still want to notify IRCC.

Either way, you have to tell us what happened so we can prevent your card from being used by someone else.
As to the time, they list 24 days and yet someone I know was told 6 weeks (despite already having the application) a few days ago.
You can
leave Canada without it. You can't easily get back via commercial travel without it, ie: you can't take a commercial flight/boat etc... back into Canada. The normal way to get back to Canada without is driving to the US border and walking over (or having a friend drive you over), once you are at the border they have to give you entry by law, but it may take some time if they can't validate your status easily.
Having things like a Canadian driving license and your CoPR would help speed things up. You could also fly privately - the issue is that no-one will (should) let you only a plane/boat next stop Canada without seeing your PR card or a valid eTA or visa. I mean technically if you are from a visa required country you could give an airline your passport and Canadian visa and they would probably let you on the plane. But as a PR that won't be a valid visa (as you no longer need one) so it's risky (and possibly illegal). The days of no eTA meaning many people just turned up and flew without saying they were a PR are over.
And yes, before someone posts it you can also get a PRTD but this is generally a very difficult time consuming process (2-4 weeks) that many people, including my lawyer advised me not to even try and do. Easier to fly to US (with any required ESTA/visa) and then cross into Canada by land.
I read about one person who got a PRTD within a day, but they had a huge amount of paperwork (basically all their PR application paperwork and CoPR and all travel details etc...) available and it was still not guaranteed.
