Express Entry from Quebec

1. Can I have some recommendation on writing intent to move out of QC?
2. Are they giving PR to people who stay in QC throughout processing time? Or the person has to move within?
3. Any key points to be careful of when applying from QC?

I am on PG work permit, until july31, 2020.
Working and living in QC, will be applying for PR in nov 2019.
Never applied for CSQ or PEQ.
My NOC code will be 0211.
my CRS score is 475.

You have to show intent to move out of quebec. I heard that they are pretty selective as to what counts as a valid “intent” and quite strict about that.

A valid proof of intent would be a lease agreement outside of Quebec, a job offer from outside of Quebec. Just your written intention won’t work, they need real proof
