You know a session on Google would really help you focus. When you say scope exactly what do you mean? Try to think up some good Google search terms and look away. You might have to find this yourself. Generally speaking as Google says:
In Canada it is very difficult to get a job as a Civil Engineer if you do not have a Canadian Civil engineering degree or a Professional Engineer (PE) certification. To get get PE certification you require Canadian experience.

Like anything it depends on what type of engineering, your specialty, your experience and your education. There are too many engineers in some fields so it can be hard for some to get jobs. There also may be need for engineers in some regions that may not be popular especially amount new immigrants mainly not the larger cities.
