Hello Experts! I hope you can help me...
My husband applied to PR as PNP (Ontario) in Aug/19. We passed medical exams. Now IRCC is processing background check and requesting Police Certificate from China. We were not expecting this, since he spent only 8 days over there on a turist visa. He has the stamps on the passport confirming the lenght of stay, the air ticket receipt confirming the dates of entry/exit of the country. We even tried to verify how to get the document, only to learn that Police Bureau in China won´t process this request for visitor visa. Even the US Department of State - Bureau of Consular Affairs website says China won´t issue Police Certificate for L type visa.
My husband contacted IRCC via phone and the agent recommended him to gather all this information and send a web form, which we did along with a letter of explanation. Two weeks ago, we received an e-mail saying: "We have forwarded the information you provided to the responsible office for their consideration."
We are very hopeful that the Police Certificate request is a misunderstanding on their part. Have you seen anything like this request before? And most importantly, how long does it take for them to review this webform?
We haven´t heard anything back so far and we don´t know if the documents got to a real person to be reviewed. This process is so nerve wrecking...thanks in advance for those who can help me with this.

Would anyone know if my husband's application could be denied for lacking the Police Certificate as stated above? We sent an explanatory letter on the reasons we can´t provide it. Has anyone had to provide Police Certificate for less than 10 days length of stay in a country?

I will keep you posted for sure. My husband has travelled to other countries as well for short period of time, but he was only requested to provide China's PCC. I am still hopefull that the documents we sent are enough and this request was just a misunderstanding.

Hi! I came back for the follow up. IRCC accepted the documents we sent and responded that the Certificate from China is no longer required.

Hi,

China's central government does not issue PCC for foreigners. So foreigners who want the PCC from China has to apply in the city or cities which he did registration.
For example, Beijing police bureau does issue PCC for L visa holder, as long as L visa holder did registration form for 6 months or more in a row.
