You need to economically establish yourself in Manitoba within a minimum of a year. Ensure your job and bill you pay indicates that your are contributing meaningfully and economically to the province. Minimum of 1 year is mandatory.

There is no limit to the number of family members you can sponsor after meeting the eligibility requirement. However, you will have to proof your ability to sponsor multiple family members at the same time if you have to.

Well its rare this happens, could be a technical glitch, or the officer who opened your file is no more available and file needs to be placed on received until another officer takes it up, or a mistake on the side the officer handling your file. Just wait few days and see what happens but mistakes as this are easily corrected.
