You are suggesting he commit fraud. I would not encourage anyone to lie to immigration. Doing this could lead to a 5 year ban. This could also get your child refused if your child is thought to need expensive medical care in Canada. For both reason it would be very stupid thing to do.

Medical certificate would show any current sickness and the person ability to administer care...if you are stupid to lie to get a Visa, you can go ahead but I am not suggesting that..
