Please help: PRTD from Netherlands?

Hi,
I am an Indian citizen and I got COPR on August 2019 and is waiting for my PR card. It should arrive within 2-3 weeks is what IRCC told me. I need to travel urgently to Netherlands by 3rd week of this month (October) for a conference (stay of 5 days). I have applied for schengen visa by showing the COPR and my old work permit and its in process.

If I do not get the PR card on time, I would like to know what are my options of how I can return to Canada if I travel to Netherlands.
I found out that we can apply for a PRTD (Permanent Resident Travel Document) at a VAC near my location. But, there are no VACs in Netherlands when I checked. Please note that I do not have US visa yet.

What are the options I have? Kindly comment.

Courier the complete PRTD application to VFS in Vienna.

You should get your PR card in time. Try to call again and request them to send it ASAP because of your trip.
