Yes, an FBI PCC can be requested at any time. It is typically taking (now a days) around 3 months to receive the FBI PCC due to their backlog. I would recommended requesting the FBI PCC well in advance, since post ITA, you may not want to wait for too long...
I don't believe that is true anymore.
For citizens, the processing time is always fast.
For people who are not citizens and not PRs of the U.S., the FBI changed the application process in 2018 or 2019. Now it is much faster.

I cannot remember the case for PR of U.S.A.

your reference is so interesting! Today I learned.

I just realized that this is a unique issue for certain nations such as India. If the number of people in the pipeline, OPT->H1B->PR, has a certain structure, then the actual waiting time is way worse than the one in the past.

I m on H1B visa in US and have 4+ years of work experience. Currently I have applied for Ontario PNP and waiting for the decision and once I get the nomination will file my Express Entry application and hope the whole process will be completed by April 2020.

Once I get my PR I will be doing a soft landing and not have yet decided on moving permanently. Anyone in similar situation?

Also btw, you don't have to wait for PNP to submit your express entry profile. Go ahead and submit once you have your language test results and keep updating as information changes (receive ECA, PNP etc.)

H1B holder from US. I did masters in US and worked for couple of years and now planning Canadian move. I am planning to work remotely for my US based company (need to visit US office once a month). As per my understanding, from Canada, i can remotely work for US company and also work on my own startup idea. Let me know if this understanding is correct.

I don't think so. This is not as simple as you said. You need to be very clear on the following -
1. Your taxes
2. Your H1b status
3. Health Insurance/coverage
4. Legal binding

As per my knowledge, many of the companies allow their employees to work remotely from anywhere within the same country of employment, but not outside the country, mostly because of the legal implications.

so you may need to talk to your auditor and attorney first, before jumping into any action.

I have gone through the thread, but couldn't find definite answers to my concerns. I would rather prefer to see the rules on a govt website than on a thread. The Canada side of the story was not well covered in the thread. And also many of the statements were contradictory.

I personally know a case where the person chose to live in Canada for health benefits while working in US was deported when he was caught. He had all the required permissions from his employer.

we can definitely beat the system, but it doesn't mean that it is the correct thing to do. we can't even fight a legal battle if things go wrong.
I wouldn't do this, but same time I cannot suggest someone rely on my understanding.

I am new to this grp... I got nomination from oinp and expecting ITA next week... Yesterday we got the FBI clearance certificate and it is in B/W ... However IRCC requires this in color... Has anyone encountered this problem... Were u able to successfully pass the pcc post ITA...
