They are only good for first time application. I researched about refusal for last few days. Licensed consultants in Canada can defend the refusal reasons and advice properly. I am not saying all consultants are bad in India but if I have to pay somebody then I should pay the licensed ones in Canada. i am not very confident to hire non-licensed ones.
