Entering Canada on TRV (V-1) with Work Permit applications under review

Can we enter Canada with our valid TRVs (V-1) while our work permit applications (Closed WP, SOWP) and minor child's TRV application are being processed?

We also plan to bring our dog with us

Of course, we will state our case as is to the immigration officer at the airport.

You can enter Canada as visitors. You'll need a return flight ticket.

Maybe would have to ask what is the rush to arrive in Canada as visitors especially with your dog . Assume you have a plan B given nothing is ever guaranteed of course and as per scylla you will likely need return tickets not just for CBSA but also for the airline who
could be reluctant to let you board as visitors with one way tickets given they will not be interested that you may or may not have permits in process.

There is no rush except that our kid is out of school here in Europe and we thought of exploring schools in Canada.
