If you want to enhance the CRS score, you might need your spouse to take IELTs as that will help you gain 20 points at max. If your scores are above the threshold, your spouse doesn't need one.

Check your CRS score by clicking on this link. Score of 463 was the last cut off for federal draw. For PnP nominations, you need to have a score of 400 and above. After getting to know your score, apply for ECA as that takes 2months for evaluation for your education and at the same time, start preparing for ielts.
There are questions about education, work history, siblings, spouse etc etc and at the end there is this "calculate". It will tell you your score.

Educational Credential Assessment. Your educational documents need to be evaluated by an accredited agency such as WES (world education services). Once they evaluate your degrees which should be at par with Canadian education equivalent, your education will be accepted.

You need to register with them first. For every evaluation, they charge INR 16k per applicant. After registering, you will get a reference number. Now you need to goto your university at the ECA department, give your scanned marksheets and degrees, fill up forms, pay some fees and give it to them. They will send the marksheets and degree copies through their system to WES Canada by courier.
I don't know the procedure of your country, but that's how we did.
