Almost all ghost updates indicate some movement with your application/file. IMO it is a positive indication that someone is working on your file.

If your application is overdue, and you are currently inside Canada (inland), try to contact your local MP and seek for his/her help.
BTW, I got my PPR last week.
AOR: Nov 29th 2018
Eligibility met, medical passed, criminality passed since Jan 2019, security not started until few hours before my PPR.

Do they do something for outland applicants too?? I sent a mail day before yesterday to Mark Eyking MP of sydney but no response yet...i am over with 7 months now
I don't think there is anything a MP can do for the outland applicants, since you are not a resident of Canada yet. That's why I suggest to contact local MP. And they will first verify your address before moving forward.

Note: I had review required on my POF (Proof Of Fund) and was pending with CB01126 since April 5th at CIO Sydney.
Timeline:

3. SINP File on hold for APEGS license: 03-APR-2018
4. APEGS License: 16-Dec-2018
5. SINP Nomination: 31-Dec-2018
6. ITA IRCC: 14-Jan-2019
7. AOR IRCC: 29-Jan-2019
8. MEP: 18-March-2019
9. Biometrics completed: 20-Mar-2019
10. RPRF Fee: 05-Apr-2019
