Dear all,

I got an email today morning IST from "IRCC.CPCO-FinalRequest-CTDO-DemandeFinale.IRCC@cic.gc.ca" stating that "We are ready to issue the permanent resident visa that entitles you to enter Canada".

I was outside of India when I had applied for PR in Dec-2018 (I got my ITA in Dec-2018). But now I am in India.

So I assume this is the legitimate email for my PR (and not a spam!?). Now, I need help on below points.

1. The email mentions option-1 or option-2 for me. Option-1 states "submit passport to VAC Paris, France" or to VFS in "Clichy, France". Option-2 states "send passport to IRCC Paris, France". But as mentioned above, I have moved back to India. So where should I send my passport to? Can I not send my passport along with a letter to VAC in India? I assume in India VFS will be the right place to submit my passport for stamping of COPR?

2. My medical examination was done on 15-Jan-2019. So I presume I would have time till 14-Jan-2020 to land in Canada?

3. The email also mentions something very weird. It states "You are visa-exempt, please send us the copy of your passport ONLY" and has provided a link to visa-exempt questionnaire. But on that link, when I answer the questions, it states I need a visa. Just below this point, they have also mentioned "You need a visa, please send the original passport(s) to the Canada Visa Application Center (VAC)". So am I visa exempt or not? Totally confusing email. I am an Indian citizen.

4. The COPR will be stamped on my passport and then I have to land in Canada, right?

1. You need to write to or call IRCC and tell them that you are in India now and would like to get the office changed for visa issuance, they will change your visa office to New Delhi and can get it done from a VFS in India.
2. Yes, you will have time till 14th Jan 2020 to do your landing.
3. It might be a generic message. Indian citizens are not visa exempt.
4. A visa will be stamped onto your passport along with two copies of COPR [COPR is a different letter] attached with your passport, when given back to you.

Thanks for replying. How do I contact IRCC? Via their webform (https://secure.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx) or by calling them? I tried calling them, but the number is reachable only from within Canada.

Has anyone else been in this situation?

Yes. You need to use the web form to contact IRCC.
I have sent a CSE but still haven't heard from them. I tried calling the helpline number but it is meant for calling only when inside Canada, and hence then number is not reachable from India.

Please help what all other options do I have to contact CIC/IRCC?

They take around 8 days to reply to web form inquiries!

Thank you all for your replies. Luckily the CSE which I had raised, received a reply and they attached a letter instructing me to send passport to Delhi. So I got my CoPR yesterday.
