I received an exclusion order a year ago to leave Canada for a year due to overstaying for a couple of months. I left and a year has been up. I intend on returning to visit, will there be an issue?

There shouldn't be an issue however you'll want to be able to demonstrate strong ties to your home country (if asked) such as full time employment, property ownership, assets, etc.

I initially graduated at Seneca and was working legally in my field of IT/system administrator for 3 yrs before my post grad permit expired. I received an ITA after I had resigned but my trv shortly expired while I was in the process of applying. I made a mistake of not applying for an extension as I thought the ITA would have bought me some time

You can certainly apply. Just make sure you are 100% honest in the application about your immigration history including the overstay and exclusion order. Note that you have to submit your application withint 60 days of receiving ITA.

ITA does not give you status in Canada.

yes during the whole process you have to keep legal status in Canada (or you can return to your home country if you cannot). ITA is nothing more than invitation to apply. Same like your visa application does not give your right to enter or stay in Canada. Approved and issued visa is a different story. Also EAPR gives you option for BOWP (bridge over work permit) of course if you have a current work permit.

Since you submitted a refugee claim and then withdrew it, you should assume it won't be possible to return to Canada on any sort of temporary visa (e.g. work permit, study permit, visitor visa).

If you want to return to Canada, you should focus on qualifying and applying to immigrate through an economic immigration program like Express Entry.
