My timeline as below--
File Received - 5th Nov
Aor1- 16th Jan
MR - 5th Feb
SA - 7th Feb
Transfer to CPC - M - 14th Feb
Transfer to New Delhi - 28th Feb
Processing start at NDVO - 6th March
Pre-Arrival - 24th July
Start background check - 22nd August
Decision Made - 22nd August
PPR - 26th August
Please note these are entirely my views and my assumption.

Here is my theory of why Most June applicants and July will not get any early response as we are expecting in January.
- If we look at the apps till May, CIC process was very streamlined that means AOR1 in 3-4 weeks and file transfer to NDVO in another month. When these files were transferred to New Delhi my assumption is NDVO start bgc by outsourcing it to an agency, which roughly takes another 3 - 4 months or even longer in some cases. When that external agency submits positive report NDVO takes next step pre-arrival, DM and PPR.
- Now lets take example of May applicants, whose file was transfered in Aug/Sept period which means that external agency has completed BGC by Dec that is why majority of May is completed in December.
- Now coming to June/July applicants I myself is in a same boat. We guys were not lucky to have early fiel transfered. Infact our file was
transferred to NDVO in Dec. That means that external agency started its work in Dec and god knows how much that take for each of our cases. So according to this NDVO have no chance to give any decision for jun/July 2017 in this months. It will be still a long journey.

If principle applicant travells outside of country after the application submission ; do they need to inform IRCC about this new trip or not ?

I would strongly recommend that you call IRCC +1 613 944 4000 you can only dial using Skype credit or hangout I guess. I called them from Skype in the morning hours (Canadian time) they couldn't help me much because my file is not with them anymore.
I am sure they will be able to tell you what's going on with your file.
Note: You might have to be hold for long so be prepared.
