We have done soft landing and got the PR a month ago. Now I along with my family ( Me, my wife & a son)returned to our home country.
My wife is expecting a baby in May 2020 but our plan to move to Canada is in end of 2020. Any legal issue to give birth outside of Canada while you are on PR status. How and when should we inform about this to cic.

Please provide your guidance.
 
There is no legal issue about being PRs and having a baby or babies outside of Canada and you do not have to inform IRCC of the birth. You will though need to sponsor any children you have for PR given they do not become PRs obviously just because you are PRs
 
One parent will have to go to Canada in order to sponsor the child. You can try to get a TRV or TRP for the baby but it is 50/50. Sponsorship of a child takes 5-11 months.

I agree.

Why to have so big headache in the future? I would get my wife to Canada well in advance of delivery, get medical ( 3 months waiting period), safely deliver the child "in May 2020" and go back to your country until permanent move. I know, it's not so simple, but that's what I would do to give my child Canadian citizenship and avoid going trough sponsorship/immigration matters ones again..
 
In my opinion it will be good idea to get your wife here well in advance (more than 3 months) and let your child be born Canadian Citizen. That will take away a lot of paperwork hassle in the future or for life time. Also free medical and number of days stayed here will count towards your 730 days RO. Anyways after child is born at least one parent will have to be in Canada to sponsor the child, so than you might stay here before the child is born.

The flip side is that his wife will be in a comfortable and familiar environment, surrounded by family and friends who can provide support before/during/after she gives birth. This is a big deal and not to be underestimated.
