SCLPC class OWP application extreme delay

I have sponsored someone who is on implied status in March. PA has not yet received any communications from CIC in regards to SCLPC class OWP application.
I would assume CIC takes extra time to review this application. Why it has exceeded 5 months of maximum processing time? Since implied status is regarded as a kind of legal status in Canada why PA's OWP has been long postponed by CIC. Does it have anything to do with the PA's country of origin and security check?

I need more info on this case as I have a similar case.

My wife had a visitor visa before our marriage and I applied for a Spousal application for PR when she was outside of Canada.

Currently, she is in Canada with me on a visitor status and I would like to apply for an open work permit.

Can you please share your experience so I can apply?

Not possible unfortunately because you applied to sponsor her through the outland process.
