Sponsor PR for US Born Dependent Child sent to LA Visa office

HI,

Me and my wife are Canadian PR. We got PR before our daughter was born, crossed border in May 2018 and came back. Our daughter was born in USA in July 2018. We moved to Canada in April 2019 and applied for her PR in May 2019.
This is the timeline of our case:

1.) It was received in Sydney office on May 27,2019.
2.) It was AOR on July 16,2019.
2.) On July 23,2019 I met the eligibility condition for being a sponsor and also told to take the medical exam.
3.) On July 26,2019 got a message telling the case was transferred to Mississauga for processing.
4.) On July 31,2019 took the medical exam.
5.) On August 9,2019 saw the status that the medical exam was passed.
6.) On August 21,2019 got a message telling case was transferred to Los Angeles office for processing.

I had paid the bio metrics fee while submitting the application but they refunded it back. Ours is a simple case of sponsoring a dependent child without any major issues and am concerned as to why it was sent to LA office for processing considering now we live in Canada.

Has any one else faced this issue for their US born dependent child PR sponsorship? Reading the thread for the Los Angeles visa forum I learnt that US based applications are processed fully within Canada. Thanks.

This is normal. Child sponsorship applications are processed outside of Canada - there's no inland sponsorship for dependent children applications. End to end processing should take around 6-8 months.

Order GCMS notes. It is very unusual that a child sponsorship app would be sent to LA.

Not to LA. It should have gone to the US outland office, Ottawa.

It says : R.11 reassessed based on PA's country of nationality - United States file to be processed at visa office.

What does that mean?

I don’t know if this can Help but I found this on the net:

Section 11 of the Immigration Regulations (commonly referred to as R11) specifies which visa office can accept and process an application for permanent residence. According to R11, a visa office can accept a permanent residence application from:

• A citizen of a country that is part of the visa office’s area of responsibility;
• An individual who is currently residing in a country that is part of the visa office’s area of responsibility, as long as that individual was granted legal admission to that country for at least 1 continuous year.

This means that you can always submit a Canadian permanent resident application to the visa office responsible for your country of citizenship, no matter where you are currently living. If you are living in a country that is different from your country of citizenship, the facts relating to how you arrived in that country, whether you had or have a visa or residence permit, and what is your status under that country’s immigration laws will determine whether you can apply to the Canadian visa office responsible for that country. This analysis can be quite complicated.

Here are a few examples that will clarify how the second provision of R11 as noted above is interpreted under Canadian immigration laws....

I got this message in September 2019: "We started processing your application on September 9, 2019."

Then on October 21,2019 I got an update that the file was transferred from Los Angeles office to the New York office. They said I should get an acknowledgement from the New York office in 30 days and I didn't get any even though it is more than 30 days. I don't know why they keep on transferring the file from one office to another. Is anyone else going through the same situation?
