WES updated its rule for Indian Universities.
Now transcripts need to be sent directly by the University itself.

My University does not mail the transcripts (abroad). But they can send it to me.
Will forwarding the sealed and stamped envelope work ?

It is clearly mentioned on their updated rule :
"On December 1, 2018, WES modified the document requirements for applicants educated in India. WES requires all documents to be mailed directly to WES by the institution that issues them. This means that WES will not accept documents sent by colleges (except autonomous colleges), applicants themselves, third party agents, or anyone else."

You should go to your college/ university directly (or send someone who can) and courier the transcripts from the university post office. DO NOT let your college courier it to you first and then send it. WES will see the post office stamp and know they weren't sent directly. This is what even I did for my transcripts. Even my university doesn't send directly.
