Hi,
I worked part-time 20 hours/week from August 15, 2013, to October 31, 2018. According to the "planetcalc" that is a sum of 271 weeks. So, my total time become 5420 hours. Now if FTE for 1 year is 1560 hours, will my experience be counted as 3.5 years?

Yup, you're good to go.
However, ERCC says "To be eligible for permanent residence under the Canadian Experience Class you must have completed, within the three years before you apply" do they mean it only for Canadian work experience?
I worked in the US

Yeah, you're only eligible under the CEC stream if you have Canadian work experience.
