Profile Ineligible Immediately after submission for Express Entry

Then you have to apply for ECA for your Canadian masters and create a profile under CEC

I was under the impression I do not need ECA as I completed my Master's from Canada. How can they evaluate my canadian education. Also, How to apply under CEC class, isnt it same - create the profile on cic and enter the pool

Either way you need an ECA for evaluating your masters. When you start your profile they will ask for WES-ECA Number, This should be entered.
Yes while applying you will have to select CEC . Im not sure about this part you can check with others.

If your masters degree is from Canadian University, you don't need WES evaluation under CEC. If you have any doubt then call CIC call centre, they are there to answer your doubts.

I could only get 64 points, Can someone suggest how I can increase it to 67. Thank you
1. First Language English IELTS CLB9 = 24 points
2. Education Bachelors in Electrical engineering verified by WES (6 years back) ECA = 21 points
3. Experience 16 years NOC 0231 = 15 points
4. Age 43 = 4 points
5. Arranged Employment in Canada = 0 points
6. Adaptability = 0 points
What other ways do I have? Any Provincial nomination?

Are you married? If your spouse has a CLB 4 or above in all 4 abilities, you'll get 5 more points. Also, you have 66 points - you should be getting 23 points for your Master's. A bachelors would give you 21.

However, even if you qualify under FSW, you still need 460+ CRS points. Your profile is not likely to get more than ~380 or so. You can enter the pool in any case because you may get a PNP, but in general it's going to be really hard for you to immigrate under any of the economic programs.

I agree it is not easy for me through FSW. Just trying to figure if there would be province that provides PNP for heavily experienced candidates (IT managerial) and not just look at age.

Unfortunately your chances are low regardless of your experience. The PNP programs also tend to pick younger candidates with higher CRS scores. Ontario just picked people with scores as low as 439, but yours would be some way lower than that.

I'm not trying to discourage you, you can certainly try. Just don't assume that you are guaranteed to get a PNP invitation.

Yes, no harm in applying and being in the pool. You never know what might happen, some province may really need your specific kind of experience.
You can also read up on the PNP programs and do your own research.

Finally, you can try getting a job in Canada. This is extremely difficult for most people who are not already in Canada, but if you're working for a large tech multinational that may already have offices here, it may be easier for you. It's worth exploring at least.

The reason I cautioned you is to ensure you don't make major changes in your life (leaving your job etc) expecting that you will get Canadian PR. There are many shady agents/consultants who tell their clients tall tales and raise expectations.. there are many cases on this forum where people get misled and are later disappointed.

You’re declaring you’re bringing less than the required. That’s likewise listed in your notification “You do not have enough proof of funds.”

Also, try this tool to calculate your EE score and see how you can improve it. My guess is better IELTS...

What you did was creating an EE profile. It's NOT an application and there's no payment to make at this stage. You profile is deemed ineligible and it could be due to a number of reasons.

For instance,
I'm assuming you are applying under FSW, what's your point under the six selection factor?
Is your work experience continuous without gap for at least one year?
How much money did you declare you would bring in your profile?

You need to provide more information for us to help.

But the puzzle is that, they ask me if I have applied for EE before. I'm so confused if I have to say yes or no to that question. Please help

The answer is "No" since you tried creating a profile and were found ineligible. It would have been "Yes" if you had created a profile, been invited, submitted a complete application, and then either were rejected or didn't complete landing.

No, that's not a reason. It's something else.
