I have worked in past organization where i didn't get the experience letter and they have created some unnecessary recovery amount for which we have been exchanging mails with HR of past organization, will it affect my PR chance or will impact PR as i don't have relieving letter of that organization.
Please suggest

Search the forum for notarized letters signed by managers. I'm not sure how effective these are, but I can see it being a good replacement to a standard company letter if it's coupled with payslips and bank statements to show you were paid by that company.

Only someone who tried that method and had it work for them can verify.

You do need evidence that shows your specific job duties and the exact duration of employment, full time status, compensation etc. If the relieving letter contains all this information, then you will be ok. Compensation is the easy part and can be proved using tax statements. But other details must be included in the employer letter.
