Passport returned but Application still processing

Hello House,

I applied for study permit and also did my biometrics and submitted my passport in June and about a week ago i got a mail with attachment about the validity of my biometrics and then earlier this week, i got mail saying my processed passport has been dispatched to the VAC but when i went to pick it up there was no decision and my passport does not have visa in it and then i linked my paper application to my online account to check if decision had been made but when i checked the status of my visa application, it says still processing.

Please i am confused, how can my passport be returned when my visa application is still being processed?

is this a sign of refusal?

Yes, if they returned your passport without a visa, your application was refused. The online portal will change status in a few days.

You'll get that in a few days. The return of the passport without the visa indicates a refusal. Just wait for a couple of days.
