Thank you for the detailed post. It really helps. I have one question about the visa photos? Where did you get your photos taken?
You should be able to take your photos from basically any commercial photographer in the world as long as they follow guidelines as listed on the IRCC website here.

Also when you take your photographs make sure that the photographer stamps the back of one of the photos by affixing his/her seal, signing it and affixing the date on which the photographs were taken.

I got this response from the Ralph office. Could anyone please help me to understand that as per the response, I have to wait more than 6 months? I am completing my 6 months timeline on 26-August-2019.

I spoke to IRCC regarding your application received Feb 26, 2019. It is in Montreal.

Standard processing time is 6 months. This means 80% of routine applications are completed within that time frame, while 20% take longer.

Eligibility and criminality are in progress.

Security checks have not been initiated. They cannot be expedited and timelines are not available.

Medicals are valid until Feb 2020.

Six months timeline has no meaning for Montreal VO. Montreal takes 7/8 months to process applications. If your file is at Montreal this may be a good time to order gcms notes and validate eligibility was recommended passed. If yes, then just brace yourself for 1-2 more months of wait.
The above email from Ralph's office provides no insight in to your file.

Is there anyone waiting for PPR after application being approved? My application approved 3 weeks ago but still no email. I m completing 1 year in 15 days. Can’t believe they said 6 months for express entry.
Did you receive your PPR?

Hey, everybody. Just touching base after quite a while.
Some might still remember our case - yup, still waiting for our application to be decided upon/ finalized.

AOR Sep. 25th 2018, FSW, 2 applicants (Common Law), inland, Montreal visa office (from late November), never were requested to give biometrics.
Afterwards, we've moved back home in April 2019, and in June got biometrics request letter for both of us.
BUT once we went to give the information, the VFS guy told us that the official request letter was incomplete and that both the bar-code and the application reference numbers were missing. Fortunately, he consulted with his superior, and we were processed there and then.
BUT, again, when we submitted the info/ confirmation mid June, we did mention in our Letter of Explanation that the official biometrics request was erroneous, and after I've confirmed with the call agent that they have received the biometrics, I was told they have 30 days to process the docs.
45+ days later, we've gotten the ghost update on PA's email - I got super excited - BUT that was just them making a note to the technical team there was a problem with the request letter. I am so mad at my self for even mentioning the darn thing in the LoE, but was afraid if we don't, things might go sour/ another glitch could happen/ wanted to let them know they are making mistakes that could potentially turn into real problems.

We did, however, learn (twice via call agents) that our Eligibility and Security has been passed, and they are processing our Criminality which, as we were told, has to do with the biometrics. Which, to be honest, is not the usual process that we've been reading about in this forum - the Criminality should be the second, and Security last level before decision-making.
The medicals have expired mid July, and we haven't received re-medical request, it just says "You don't need bla bla", same as in biometrics section. Ever since we've uploaded the biometrics, our Additional doc. section states: "Not Applicable".
Oh, yeah, in GCMS notes from February 2019, Criminality was recommended pass by the Agent, but at that stage Eligibility was still processing.

Anyhow, no mention of a note, due-date or any timeframe. It'll be a year in no time.

If anybody has any comment on this, I'd love to hear it.
Good luck to all of us!

This is very unusual case. You are correct Criminality for most people is done way before security. My guess is someone somewhere messed up your biometric collection and they are trying it to link to the system and then may be the officer involved moved on with other cases. Now all this is mere speculation.

I think you should order fresh GCMS notes just to see what does it show with respect to biometrics. You should also reach out to MP's office and see if a call from there nudges these officers to awaken from their slumber.

Thank you for replying, @cansha. If I remember correctly, it's been quite a few months now since your PR struggles ended, and I hope that you've settled in Canada with greatest success and joy!

I was thinking about giving them (ha ha, like I'm in a position to do that, lol) a week, and then I'll order CBSA notes and GCMS (these are separate, right, or the CBSA contains the info from regular GCMS?).
In regard to getting the MP involved, I need to do more research on that, as I am not sure that, being out of Canada, we are eligible to ask for any assistance/ help + all that regular questions to whom, what, how bla.
To be honest, I'm not sure what is it I should write - the whole story or just the fact that it's been almost a year and some irregularities on their part are quite obvious - like those I've written in my previous post. I really never did think it would be an "express" thing, and I don't want to sound spoiled, but I just know that my partner and I are on the verge to just give up the whole moving to another country and starting all over again thing. It has just been so awesomely devastating, and there's no end in sight. On the better note, we're closer than ever, ahaha!

Anyways, I'll keep you, folks, in the loop.
Wishing everybody good luck, in whichever process of settling in Canada you're in.
