Thanks!Someone posted yesterday that he saw the similar msg and when called IRCC they said this is their internal communication (NOA from CRA I believe) and nothing for the applicant or sponsor. But you should call them to confirm.
If CIC needs follow up, cic should send request, not sure why clinic asking for follow up. May be they got confused between other applicants ?Good morning guys,

Yes, i have submitted the "Use of Representative" form on August 13, 2019 via webform also called them yesterday. they said that it might take upto 20 business days to get updated in the system. she also recognize that they have sent a letter via MyCIC account which i cant see neither my parent. as per her comment, they are going to fix the system glitch ASAP. however, they didn't tell me the content of the letter because they still dont see the Use of representative form in the system.I

I don't think I will get the PPR in a week, your case probably is the super fast one, but I saw another person wait like a few weeks from DM to PPR still, I guess I will just wait till the letter then report the newborn through webform.Well technically you should report now and yes, it might slow down the process. I don't think you are in that hurry? On the other hand, your entire application is in final review. I remember it took me exactly a week from DM to PCC. That means maybe when you told them about your situation, you letter is issued already. The choice is yours.
