Hi,

I am asking on behalf of my friend. He calculated his score and got around 424 for express entry. what he needs to know is he eligible to apply for PR or should he try to get higher ielts band overall. What will be the perfect ielts band. 9 seems unachievable for him he tried couple of times.

Unfortunately that score is too low to be selected through the Express Entry pool - he needs a score of 460+ to be chosen.

If he cannot increase his score, he should look into the Provincial Nominee Programs instead.

So for PNP the requirement is he requires a job offer letter from ontario if he dont have that it will be impossible?

Each province has different requirements. He'll need to research each one. No - they do not all require a job offer letter.
