Why are you so concerned with it? If you don't want it, just don't reply to CRA with your previous income information. To be honest, turning down the credit is a pretty stupid thing to do when you have a family to support and you don't make much money but your choice.

Government is not someone or something to do mistakes with.
Again, it is automatic. CRA processes your return, sees that your income level qualifies and issues the credit. This is a fairly straightforward thing and not something to worry about. It isn't a mistake and you don't need to do anything.
I suggest you seek out an immigrant/refugee assistance centre in your area. Your posts indicate that you could use additional support in settling in Canada.
