Question is in the title, and a little follow up:
If it does indeed bump an application, would that be when you order the notes or around the time you receive them?

Best regards
Prasad

Good question... even I need some insight on this ..I ordered notes on 17 July and ircc started working on them from 22 July . Don’t know which will come earlier! And can ordering notes trigger PR process a bit?

@legalfalcon your advice will be highly appreciated
Like many other, this is another myth. Some applicants swear by it, some just don't believe it. The fact remains that before the GCMS notes are released, the officer in-charge of your file has to review it after the ATIP (the division that deals with processing and releasing GCMS notes) has redacted the file. The officer is asked to review so that any information the officer feels should not be disclosed under law is not accidentally released.

This is when the office may add or update the application. This usually happens when there is something pending, like the security of info sharing info is in, or a document sentry the applicant is in, but has not yet been updated. Since the officer is already working on an applicant's file, he will update the file. This is when many applicant see some movement and think that requesting GCMS notes caused it.

It is truly that had they not requested the GCMS notes, the movement would not have taken place this early, but eventually it would have.

Thanks! That definitely illuminates this concern

It's all pure speculation. Don't believe what anyone says about gcms notes. Nobody knows how they are generated or any internal cic processes.
