Should I apply for Canada express entry if my CRS score is 371?

you can as long as you are eligible but looking at the current trend of crs your score is almost 100 points behind. So it is next to impossible to get through with this score. Your options
-You have to focus on your ielts, scoring a clb 9 will spike your score tremendously. And you might reach a good score if age is on your side
-Try applying on your spouse's name if you are married and if she is scoring better points
-Closely follow provinces like nova scotia, saskatchewan, pei, atlantic streams and onip etc if you can fit some where in any of their streams
