Hello i m shivaji i applied for study permit through sds on 28 june and gave biometrics on 2 july.I got medicals passed on 10 th july itself but still i didn't get the visa .

What does it mean?

You must obviously enter Canada before your TRV expires. Without TRV you can't travel to Canada.
