Same situation here!!
Just called the office and spoke to an agent, he said my visa is waiting for printing.

I got my visa approval notification on 7.31, 8.1 by email notification. The tracking number hasn't been activated.
Hope my passport can be delivered to me soon!!!

Exactly same timeline, waiting for return tracker. I thought counterfoil meant visa has been printed. Because when I called them on 7/31, I was told my passport is in printing room with last update being on 29th.

They told me COPR printed on 7/30, in the printing room since then .
