I looking into applying for PR. I graduated from a canadian university and I am currently on a PGWP which expires at the end of November. I am currently working at a bank and have been there for about 9 months now. But my current position most likely does not fall under any of the eligible skill levels. ( it would fall under skill level c). However I will soon be starting a new position in the bank that would fall into skill level a. Could I still apply to express entry ( I meet all the requirements except for the work experience) ? Or could I just apply for another work permit and work in the new position until I reach enough time for the work experience to qualify.

You need one full year of skilled work experience to qualify for express entry. You won't be able to count the work experience you gained in the NOC C role.

To apply for a new work permit, your employer must first obtain an approved LMIA. This is a long process and banks are generally unwilling to go through it. If you want to try to extend your work permit / apply for a new work permit, you should talk to your employer ASAP to find out if they are willing to go trhough the LMIA process. If not, you'll need to try to find a new employer who is.

What about experience outside of Canada? I have experience that qualify but it was outside of Canada.
Yes - you can certainly count that if it was NOC A, B or 0. You need to have at least one year of continuous work experience to qualify for express entry.

Would I need to provide a letter from my old employer stating my experience. It's was back in 2009/2010? Also I couldn't apply for a new open permit ?

Yes - you would need to provide a letter from your old employer stating your work experience. Note that the work experience must be from the last 10 years. So your work experience from your home country may be too old now to count.

No - you do not qualify for a new open work permit.

Ok. So it turns out my job would qualify in noc b as I was doing it in a supervisory role. Now the question is about hours. It's was stated as a full time job at 37.5 hours a week. But hours varied from week to based on work volume. So for the weeks I worked 30+ hours I don't add up those hours, just count each week as 1 full time week. For the weeks where I worked under 30 hours I add all those hours and divide by 30 right ?
