Does the Canadian government do a social media background check from applicant, that are applying for ETA Visa ?

Not that I am aware of. No such information is asked for in the application

GCMS (Global Case Management System) is a system used by Immigration, Refugees and Citizenship Canada (IRCC) to process applications for Citizenship and immigration. It was earlier known as Computer -Assisted Immigration Processing System (CAIPS). The GCMS notes contains the detailed records of the applicant's file, which also includes correspondence from and to IRCC, documents received from the applicant by IRCC during the filing of application process, detailed notes from the officers reviewing the file. It is the GCMS notes which provides applicant the accurate and in-depth view of the IRCC system, thus enabling the applicant to be well informed of the status, or take pro-active steps as needed.

You won't know for sure till you get the Passport Request, but it is a good sign.

If she applied under Express Entry, it usually takes between 3-6 months, though there are cases of people getting it much sooner, and cases of people having to wait longer. In general, after 4 months you can expect it anytime.
