What is my case status?

I applied for express entry in November 2018 and the 6 months time for application completion was May 2019.
I have sent 2 different CSEs after May and each time I've received the usual answer that we are processing your application and that my application is complete and they have all my necessary documents.

Last week, my profile status showed "application updated". When I went into my application, there were no changes. Then I logged out and logged back in and the status went back to "submitted".

The status chart is as follows:
Review of eligibility: We are reviewing whether you meet the eligibility requirements
Review of medical results: You passed the medical exam
Review of additional documents - We do not need additional documents.
Interview: You do not need an interview. We will send you a message if this changes.
Biometrics: We do not need your fingerprints. We will send you a message if this changes.
Background check: We are processing your background check. We will send you a message if we need more information.
Final decision: Your application is in progress. We will send you a message once the final decision has been made.

Does this mean I am in IP2 or am I in the fake ghost update state that happens prior to IP1?

Yes, you are probably in IP2. Have you tried ordering your GCMS notes? You should order them considering it's been more than 6 months since your AOR.

I have not. Admittedly I'm a bit of noob with these things. Since I'm not in Canada, I would apply under the access to information act - correct?

GCMS Notes can only be applied by Canadian Citizen, PR or by someone who is present in Canada. So if you are not in Canada, if you know someone whom you can trust with your personal information, ask them to apply on your behalf through ATIP. If not, you can use a third party website like www.gcmsbuddy.com to order your GCMS Notes.
