Please i received a mail from canada visa application service that my application has been dispersed on the 29th of jan, but i was told by friends that i am meant to receive an approval mail along side with that but i havnt does that mean i was rejected

You should apply again and this time try giving IELTS with a target of 8,7,7,7; 8 in Listening, and 7 in rest all Reading Writing and Speaking

They didnt ask for IELTS? If your offer letter unconditional??? Sometimes, they have IELTS condition on your offer letter. check that first. Also, have they waived IELTS requirement for you or they dont ask any students for it???

The best thing to do is appear for IELTS exam. score atleast 6 in each band. If your college didnt ask then there must be a reasons. like for some universities, if your previous studies are in English then they can waive the IELTS condition.
