1. Most likely not in a University, most require at least IELTs 6, with no module less than 6.
2. You could try for a public college, or a private school, who will take anyone with money. Useless education and most are ineligible for PGWP

University applicants are always very favoured when it comes to visa success rate. However, all universities requires at least 6.0 in each module.

So your only choice is colleges. Colleges chance of visa success is much lower, because colleges accepts anybody that can pay.
I recommend to get at least 6.0 in each module, even if you are a college applicant.

1. Just because a school is on the DLI list, doesn't mean you will get a PGWP. You have to check to see if the school's courses are eligible for a PGWP.
