Will mu 12th marks be an issue ??

Hello I have my 12th percentage of 58 %. And my BTech with percentage of 70.11%. I have IELTS 6.5 with no band less than 6.0

Will it be a problem for getting my student visa ??

No 12th marks won't matter that much... Your recent education will be counted.. And your ielts score is OK. So, you are right to go ahead.
