I am a permanent resident of Canada, and my spouse is a Canadian citizen and we live in the US currently. I would like to know if we can apply for a Canadian super visa for my mother.

No. The visa is used to allow parents to visit their children longterm in Canada.

A super visa intention is specifically to facilitate a parent/grandparent to have extended visits to their children / family resident/living in Canada not family resident in the US. The application would make it obvious that you are not currently resident in Canada and therefore not able to meet the requirements/commitments required to apply
