That's the date your documents were received by them. April 2 they started working on your documents and issued you the file number

No, i don't think NOC A will decrease the changes of getting NOI, rather Alberta has selection criteria which has High-wage or low-wage occupation list.

If you are working in an occupation that has below criteria then you have less changes of getting NOI:

• on the list of High-wage and low-wage occupations in the province of Alberta set out on the online Government of Canada Refusal to Process a Labour Market Impact Assessment list
• on the Alberta Opportunity Stream Ineligible Occupations list, located on this page under the Alberta Opportunity Stream section
• that has a high volume of submissions across all AINP streams
