Got the NOI from Ontario in my EE profile, do I have to pay right away?

Hi guys,
I am currently sitting on https://www.oinp.citizenship.gov.on.ca/oinp_index/resources/app/guest/index.html#!/ , if I submit the application, does it mean I have to pay the fee right away ?

or I will have to wait they nominate me then pay the fee ?​

I too received NOI for Provincial Nominee Program (PNP) from Ontario. It says you can submit the application with in 45 days. It will expire after 45 days.

By the way how did yu decide if you are going with Skills Trade or Human Capital Priorities Stream?

I didn't know !! I just select the Human Capital Priorities Stream because I don't know what is skills trade...

Do you have any idea about the rejection rate if you apply for ONIP. Like we complete the applicaiton submit and pay the fee. But there are chances of us getting rejected right?
Do they reject only on the basis of documents (like if all the documents are legit and correct) or do they again filter out candidates based on merit and pick the best one?

I am no longer qualified for any stream since I don't have bachelor degree
