Hi guys,
I am super confused with the process, I just got this letter sent to my express entry profile, however I don't think any of the stream would fits me ...

You don't call or email them. You apply online if you wish to accept NOI and go ahead with the application.
Again, read the link. Everything you need to know is in there. Read section 3 under "Before You Apply"

Thank you so much, sorry for the obvious question.

I am currently sitting on 459, does the score will speed up the PR application review process ? for example 459, and 1059, is there a speed difference between these 2 ? is the higher score take lesser time ?

No, not really. Some say PNPs are processed faster.
Not sure if that's true.
But definitely not twice as fast .

No it doesn't speed up your application
Since you are sitting at 459, you could wait for another draw or two. There's a chance you might be picked up.

Yeah, by all means...go for it. What's your NOC Code? CRS score?

OINP processing averages 6-8 weeks...could be longer if you're asked for more documents.

I am sitting on 459,

I want to get the NOI because
1. what if they rejected my application ..
2. the score gone up

So you have 45 days to apply. You could wait out the next couple of draws...see how it goes.
1. Make sure they don't reject it! :)
2. The draw size increased on Wednesday. 459 isn't so far away.

I have a 3-years advanced diploma but while I am filling application, it said:
o qualify under the Human Capital Priorities Stream, you must have a Canadian Bachelor's degree or higher, or its equivalent.

Does this mean I am not qualified for ONIP ?

What does your ECA say about your degree. What's the Canadian equivalent.
