My CRS will be 450 I do not accompany spouse. My spouse is in Canada on work permit.

If I choose accompany spouse, there is no way I will be invited for an ITA.

Thus, we want to apply only for my PR first so that he can apply under family class.

Kindly suggest what reason we should give behind him being non-accompanying.

you have to show your spouse else you may get in trouble later. Moreover, if your spouse is working in Canada, you will get additional points for that which will cover up for the point decrease.

I asked IRCC on Twitter if it's ok to make dependents Non-Accompanying for the sheer purpose of boosting the primary applicant's points and they said that's fine.

I am going to show him.....I am saying that he is already here....I do not want to accompany him because it will not let me get invited for an ITA. I have the right to choose him as non accompanying. I will give them medical and the police clearance as well. However, to say that it will effect my CRS this is why I do not want to accompany him looks silly to me. Has anybody said this before and got PR ? Do CIC like this as a valid reason?

Pick non-accompany spouse and let yourself get in first ~

if your spouse have work experience and decent IELTS, it won't drag down the point too much
That is the problem he just came(no canadian work exp.).....and cannot go for IELTS. I just need to know.....will I be fine if I choose that he will not accompany because of Low CRS? and mentioned that my husband is agree with the decision that he will apply on the family basis.

Understand what non-accompanying means : spouse/children not accompanying to Canada after you get PR (initially, at-least) and will stay in home country and you give a reciprocating reason for as such. (i.e. have to stay back initially for xx reason)

Now you say your spouse is already in canada, if you put your spouse as non accompanying while already physically in canada, then it would look just weird because what viable reason you could give. certainly, you can list this, but it may or may not pan in the intended way as you desire although not mis-representing in anyway if you list him as non accompanying including the current country of residence.

Why don't you make your spouse PA like others say unless you have a very potent reason for not wanting to do so.

Definitely a question for a immigration attorney (rather a experienced one for this dilemma)
