Do I need a co-signer to sponsor my spouse? Also, from what I understand there is no income requirements, and it is never brought up for spousal sponsorship. Therefor I can also be going to University in Canada while sponsoring my spouse?

No need for a co-signer. There are no income requirements, but you do need to show that you aren't absolutely destitute/already on welfare. Going to school is not an issue.

But haven’t heard back yet. Maybe it’s a bit too much to reply to at once, so I will start with only one question:

Can we start the spousal sponsorship application as soon as possible with an Outland Sponsorship while we are living and working overseas? And since it takes approximately one year to receive the green light from IRCC, are we still eligible to move to Canada by July, 2020 to continue with the process with Outland Sponsorship? Even if we haven’t been officially been confirmed yet but are expecting it to happen in the coming weeks or month?

The reason we are thinking July to move is because Canada has an Open Work Permit pilot program that is running for spousal sponsorships until July 31, 2020.

Since you are Canadian, you can start an outland application. You can move to Canada anytime you want. If your wife only needs an ETA, it is highly likely she can enter Canada as well but never guaranteed.

Your wife is not eligible for OWP on an outland application. You must both be in Canada and do an inland application to be eligible for one.

Not sure what you mean in regards to an ETA and my wife entering Canada but not guaranteed -- Can you please elaborate?

If we send the Outland sponsorship application in this month (June 2019) and if there is a delay with processing can my wife switch from Outland to Inland around August 2020 when we fly to Canada or will this restart the entire 1 year process over from scratch? There is no way to get that Open Work Permit upon landing in Canada? We are not able to do an inland application because we are living overseas right now, and will be for the next year.

No you can’t switch between inland and Outland. You can be in Canada and still have an Outland application. No way to get an OWP upon landing in Canada.

Is your wife from a visa-except country? If so she qualifies for an ETA versus needing to get a visa. Nobody is guaranteed admission to Canada. CBSA decides whether you can enter and for how long. If they our spouse has not received COPR she would still be visiting Canada not moving there and may be asked to show return ticket by airline or CBSA. Often people arrive with return tickets and cancel when they get to Canada.

My wife is from Algeria and she speaks fluent French and English. I believe the vistor visa length is 6 months for Algerians visiting Canada, if I am not mistaken? She also has family in France, so can she apply for two country sponsorships at the same time or will Canada not allow for this to happen?

OK so just to clarify -- some spousal sponsorships come to Canada while still being on an Outland application, but also while they are waiting to hear back from IRCC and CBSA on their final decision? The one being sponsored sometimes may fly to Canada on a visitor visa and with a return flight booked? If they get the green light for the sponsorship during their time in Canada (while still being on Outland application) they cancel their return flight? No need to leave the country and come back again before the sponsorship process of 3 years can officially begin?

For the Confirmation of Permanent Residence (COPR), is that something that is usually issued immediately after IRCC gives the green light on the spousal sponsorship application? Or is there an additional delay on receiving the COPR?

Also, for the Open Work Permit, is it something that my wife can apply for after IRCC gives the green light and after we move to Canada? So long as we are able to move Canada before July 31, 2020 with that green light from IRCC? It is my understanding that we will be off of the "Outland sponsorship status" as soon as we get the OK to move, as we would now be residing in Canada to start the sponsorship. Any idea if IRCC would be willing to give an extension to this Open Work Permit pilot program of a few weeks or even for a month if we can't make it to Canada before July 31, 2020?

If my wife initially starts with a normal Work Permit (1 year) can she apply for the Open Work Permit at a later time? It is our understanding the OWP takes some time to processs but the regular Work Permit can be made available faster, especially if we start on that before we move to Canada. Can a company in Canada start the paperwork to sponsor my wife if she is also on an Outland Sponsorship waiting to hear back from IRCC?

COPR is what you get when sponsorship has been approved and the last step is landing in Canada. Outland sponsorship doesn’t allow you to apply for OWP.

The chances of your wife being able to travel to Canada are relatively low unless she already has a travel visa.

If need be, and we get to 5 months on a visitor visa, how long is the extension duration usually issued for? Another 2-3 months?

Returning to our home country for an interview -- are you referring to an interview in Canada or in Algeria? Just making sure, perhaps that last part is just a typeo regarding "sponsorship in Algeria".

I don’t think you understand what a COPR is. You need to do some research.

Your wife doesn’t have a work visa. She will only qualify for an OWP if she gets a visitor visa to enter Canada and you apply for an OWP at the same time as inland sponsorship. Most spouses of Canadians have a hard time getting visitor visas. Does she already have a visitor visa? The interview is for your spousal sponsorship. The interviews for Outland sponsorship are in your home country. Spouses are interviewed to make sure they are genuine spouses and this isn’t a marriage for immigration.

How is your wife entering Canada before her sponsorship is approved? She can’t enter without a TRV. If you apply for Outland spousal sponsorship she doesn’t qualify for the pilot program for a work permit during sponsorship.

I'm not sure. This is what I'm trying to find out.

How are we supposed to fly to Canada if we are invited for an interview in Canada to continue the spousal sponsorship application with IRCC?
