451-600 pool seems to be very high which is 5980. Is that normal or going up?

I guess international students are getting their degree from May-June, so it adds 30 points to their profile...It's the case here

Also, I previously submitted and withdrew a profile which scored 439 before I submitted the new one for 464 on June 4. Can that affect my chances at getting the ITS

I haven't received ITA today after 121st draw even though my score was 468. I submitted the profile on 15th june. Can anyone tell me why I didn't get this time or how long it takes to get ITA after draw?
