Accident happens, don't panic. I will suggest to pay again the amount as the receipt has a barcode with serial no that IRCC use to verify your payment. In the meantime try to recover the email address, and later ask IRCC to refund you the amount or ask your credit card company to cancel the payment (You can do it when your credit card statement is available). From application guide:

If you pay more than the fees needed for your application(s) we will start processing your application, and send you a refund as soon as possible.

Note: You don’t have to ask for a refund. It will be done automatically.

Note: If you’re eligible for a refund, we will issue the refund to the person indicated on the Payer Information section of the receipt (paper applications). If there is no name indicated on the receipt, we will send the refund to the applicant."

Just called the credit card company and they said because the vendor is government, If I want to file a dispute within 90 days, I need an email or letter from CIC confirming that credit card payment is not used for any application and can be returned. Otherwise, tthe credit card company cannot get the money back for me.

Otherwise, tthe credit card company cannot get the money back for me.

And the funny thing is that, the call centre Represtative said if there is no receipt then no refund. Even though I can provide my credit card statement/ information for the transaction .

Hi, focus to submit application with receipt # overpayment to CIC will be refund. DO NOT miss deadline just for payment issue.
CIC will return back overpayment.

Hopefully the CIC should do something better for 2020 interest to apply. And all the applicants has to know that before they apply they are ELIGIBLE specially LICO so they will not take the spot of the eligible applicants.

I don't think IRCC can ask and verify income up front due to privacy. Also, I don't think they can take payment at express interest stage. Therefore, without setting these two ground rules, there will be always ineligible sponsors who take their changes and waste valuable spots. To be honest, I doubt IRCC even want to fix it. Think about it, they deploy the lowest resources to family reunification. Would they rather have 20,000 all eligible applications or 20,000 application with 10%-20% rejection rate then call it a year? In the latter case, they can still announce to the public that they plan to receive 20,000 applications as promised, nothing wrong with that statement. Just my thinking...

I paid for the application fee online using my credit card, but something was wrong with the system, there was no receipt caming out. And the worse is that I lost the password for the email I used for this payment. My credit card statement can prove that the government did charge me. Can I retrieve the receipt or get my money back if the only evidence I have is my credit card statement? Please help .

Just pay again..pay only the processing fees now if money is an issue. You will get the refund from cic later for extra payment.

I will suggest to write an explanation letter about your situation with your application. Later call IRCC or contact them through web form, and explain your situation and ask for the letter, credit card company asking for. You will get your money refunded, but it might take time.

PO Box 8020 STN T CSC
OTTAWA ON
K1G 3H6

The representative on the phone said that it's PO Box number and FexEx will not be able to deliver it. Contact Canada Post. I have only 2 days left in submission of file. I am in Mississauga Ontario

Any suggestion on using service that can deliver package by Thursday?

Use Canada post priority mail, it will be delivered next day morning. But remember, the cutoff time is 5 PM to accept the mail by Canada post. So, mail the application before 5 PM and don't forget to ask for recipient signature option.

xpresspost next day delivery from mississaga to ottawa.
Check with Canadapost tomorrow morning. Do not go to evening time . For you tomorrow morning you have to give it to post so next day it will deliver to Ottawa.

Most of the shoppers drug mart has Canada post, but check google map for confirmation. It's not risky to ask for signature, as mine was delivered next morning at 7:28 AM and signed by SCI MARTIN.

Pay again and send the application and deal with the refund later. I wouldn't not delay sending it over the payment. Bad, bad, bad idea.
