Faculty job offer from University, spouse not eligible to renew PR card

Hi,

All suggestions would be greatly appreciated! I am a Chinese citizen (non-PR of Canada) and accepted a job offer from a university in BC. The job starts in December this year. The university will nominate me through either PNP Skills Immigration or PNP Express Entry BC so that I can get a Lima exempt work permit to start my job. My wife is a Canadian PR and a Chinese citizen. She received her PR status in August 2014. She left Canada in August 2015 and has never returned to Canada since then. Her PR card expires in October this year and might not be renewable since she has stayed in Canada for only one year in the last five year.

The tricky part is: How can my wife enter Canada with me in December?
Her PR card expiration does not automatically revoke her PR status. But she will probably not be able to reinstate her PR status.
Alternatively, I would like to include her in my PNP nomination so that she can get a work permit as well. But she is now still a PR in theory. Is this allowed?
It seems that she cannot even apply for an entry visa since she is still a PR.

She cannot apply for a visitor visa as a PR. Additionally, you cannot include her in your PNP application and she cannot qualify for a work permit as a PR.

She has not met the residency requirement and does not qualify to renew her PR card.

Her only option for entering Canada would be to fly to the US and then try to re-enter Canada through a land border using a private vehicle. It's quite likely she will be reported at the border for failing to meet the residency requirement which will trigger her PR to be officially revoked (although she will be allowed to enter Canada temporarily). If she is able to enter without being reported, she will need to remain in Canada for 2 years straight without leaving before she will be able to renew her PR card.

Best option is likely for her to apply to have her status revoked now and then apply to accompany you to Canada on an open work permit.

My wife does not mind having her status revoked. But there is no information on how long it would take to actually invalidate her status after she mails out the application with her PR card. Does she need to get any confirmation before she can apply for an open work permit and thus an entry visa?

Does any of these issues affect the university sponsoring my work permit? For example, does the university need to wait until my wife gets the confirmation that her status is revoked before they can send in any document for me to apply for my work permit (possibly also for my wife to apply for hers)?

It can take a few months for the application to renounce PR status to be processed. I would apply now. She should follow the instructions below:
