How do we fill in the application number if we haven't submitted it yet?

IMM 5669, question #2 asks for the application number.

I thought we only get an application number once we submit the application so how can we fill it in beforehand? Or am I wrong?

What if I put the application number of a previous visitor visa by miatake? Would that be ground for rejection ? How can I fix it ?
