Is a partial bank loan fine for visa application?

If my pof is 20000$ (tuition + 10k living expenses) and I have 5k saved up then can I take a loan for 15000$, or the loan needs to be in the ammount of the tuition?

As long as all your funds in total meets the required amount, then it shouldn't be an issue. You must show proof of both the loan and your savings and mention the same in your S.O.P/ letter of explanation.
