Question 14 on Application to Sponsorship form, 1344, "Have you been convicted of a sexual offence, violent crime against anyone, or an offence causing bodily harm against someone who is related to you, or an attempt to commit such an offence?

Sponsor (my husband ) has two dropped charges . He was charged of uttering threats. Both of charges were related to close relatives. Both of them were dropped so there’s no deposition on his RCMP background check .

I want to know if it is correct for my sponsor to tick no on this question.

That would appear to be the correct response.

Sponsor also attached his court transcripts about crown council’s decision on stay away proceeding on his charges.
Will this be necessary ?
No. Not unless requested explicitly later by IRCC. The magic word is "convicted", not "charged".
