urgent support required on montreal landing

Hello Friends,

I have got my visa stamped and COPR with me. But there is one concern that i worried about, as per COPR, if you are landing in Quebec Region then you must have a Quebec certificate.

I have booked my flight from DEL to Montreal on 5th July and return on 12th July Montreal to DEL. This was booked before i received the COPR document.

So now what is the possibilities i can explore to secure my PR in minimum wages:
Option 1: That i book a flight to Saint John from Montreal where my brother in law stay?
Option 2: I change my destination to toronto and then travel to toronto to montreal?

which is the best and suitable options.. guys please help its urgent??

If you land anywhere in Quebec then you must have CSQ (Quebec certificate) to finish landing process. So, I would suggest you option 2 i.e. land at Toronto/Ottawa and travel to Montreal.

That's not correct. You can land at any Port of Entry. However, if you intend to immediately settle in Québec, you must have a CSQ.
The CBSA officer will be looking at the COPR and the address supplied by you for PR card delivery in order to determine your intent. Possibly other factors as well. For example, where you are currently living in Canada or in the case of sponsorship, where the sponsor is living.
